Views tell you how many people reached your page. Clicks tell you how many acted on it — your website, your phone number, your directions. Enquiries tell you how many actually got in touch.
Read together they locate the problem. High views and no clicks is a listing that is not convincing anyone. Low views is a visibility problem, and the fix is a better-completed listing and the local search pages, not a discount.
